1. (29, 48) Step 1: Accept "Suspicious Hoofprints" "Lieutenant Paval Reethe" and "The Black Shield"

    The hoofprints are clickable right outside of the inn. There's a medal/badge thing sitting on some burned boards inside the inn, and the shield is the shield over the fireplace.

  2. (36, 31) Step 2: Turn in those 3 quests, get the follow up to "the Black Shield", turn it in across the way.

    Fly to Booty Bay and turn in "Goblin Sponsorship" and "Wharfmaster Dizzywhig". Accept "Parts for Kravel" and "Goblin Sponsorship" part deux. Then, get on the boat and go to booty bay and start circuit 2 in STV.
