1. (35, 37) Step 1: Turn in "Hungry!"

  2. (56, 25) Step 2: Click the mound next to Jarl's house again to get "The Severed Head"

    Jarl Needs Eyes goes to Jarl, skip the follow up.

  3. (71, 51) Step 3: Theramore Docks

    Swim around the human city, just stay on the outside edge and swim, all the way to this location at the docks. Underwater, under the docks, is a chest called "Captain's Footlocker", click it and get the captain's documents. Then die on purpose and you'll end up at Brackenwall Village, where you can turn everything in, accept the follow up "The Troll Witchdoctor".

    After it's all turned in, hearth to Crossroads, fly to ratchy and turn in Stinky's Escape, then get on the boat to Booty Bay and start circuit 4.
